Existing labour enterprises which are to operate labour insurance according to the present Regulations. In enterprises where existing labour insurance measures provide greater benefit for and employees than the present Regulations, and workers and employees are unwilling to change them, application to the present Regulations may be postponed and existing measures may be retained if the administrative side of the employer, in conjunction with the trade union organisation, reports the matter to a higher-ranking authority and to the Central Ministry of Labour, and obtains their approval.
